Marcus S. Owens

Marcus S. Owens is a member in Caplin & Drysdale’s Washington, D.C., office. He joined the firm in 2000 after serving for 10 years as director of the Internal Revenue Service’s Exempt Organizations Division. He also served as the IRS’s primary liaison with other federal agencies, Congress, and state regulators on exempt organizations issues. Mr. Owens has represented a broad range of nonprofit organizations, including private foundations, charities, U.S. affiliates of foreign charities, churches, and trade associations, in contexts ranging from tax planning and the process for exemption, to IRS audits. He is a frequent lecturer on the complex laws affecting exempt organizations and a writer and commentator on exempt organization issues. Mr. Owens has been ranked among the best tax lawyers in D.C. and the country. He also received the IRS Commissioner’s Award for exemplary service and was selected by the Nonprofit Times as one of the 50 most influential people in the nonprofit sector in 1998, 1999, and 2001. Mr. Owens received his B.A. from Florida State University and his J.D. from Duke University.
