WASHINGTON, Nov. 12, 2025 — Philanthropy Roundtable announced today that Matt Warner will join the organization as chief operating officer, and Claudia Cummings will join as senior vice president. These two talented executives will be instrumental in leading the organization’s continued growth and impact.
As chief operating officer, Warner will manage the organization’s day-to-day operations. Since 2019, Warner has served as president of Atlas Network, a grantmaking and professional development organization that supports local nonprofits advancing freedom in more than 100 countries. During his tenure at Atlas Network, he designed and scaled the organization’s systems and cultivated high-performing talent, leading the organization’s tremendous growth in revenue and impact.
“Matt is a proven leader with decades of experience in building and growing organizations in the liberty movement,” said Philanthropy Roundtable President and CEO Christie Herrera. “He is a true believer in the cause for freedom and a respected voice among donors and institutions alike.”
Warner was a 2019-2020 Penn Kemble Fellow with the National Endowment for Democracy and serves on the board of America’s Future. He holds a master’s degree in economics from George Mason University and is certified by Georgetown University in organizational development and change leadership. His work on economics, institution building, nonprofit management and impact philanthropy has appeared in Foreign Policy, The Hill, Cato Journal, Harvard’s Building State Capability, EconTalk and other outlets.

Cummings will oversee the organization’s public affairs and philanthropic freedom portfolios. She most recently served as president and CEO of the Indiana Philanthropy Alliance (IPA), where she led a statewide network investing more than $2 billion annually into Indiana’s communities and causes across the globe. She has worked alongside the Roundtable to enact multiple donor freedom measures in Indiana, including legislation that protects donor privacy.
“Claudia is one of the best advocates in the country for philanthropic freedom,” said Herrera. “She is a trusted leader in philanthropy where she is known for her bold voice advocating for the Roundtable’s values of liberty, opportunity and personal responsibility.”
While at IPA, Cummings co-founded the Mutz Philanthropic Leadership Institute, Indiana’s premier leadership program for rising professionals in philanthropy, business, nonprofits and public service. She also serves on the board of the Sagamore Institute, where she is leading a project on citizenship and improving civility in society. Cummings holds a master’s degree in public affairs from Indiana University’s O’Neill School and is certified by the Tuck School of Business at Dartmouth in business management.
